Videos of the incident show several agents wrestling Alex Pretti to the ground before he was shot multiple times.
The Department of Homeland Security claimed the victim had a gun and resisted attempts to disarm him.
This was the third shooting involving federal agents in Minneapolis this month.
Minnesota's Governor Tim Waltz called on the Trump administration to end its immigration crackdown in the city.
Donald Trump threatened to impose a 100% levy on goods from Canada
if the country went ahead with the trade deal with China.
Last week, Canada and China agreed to lower tariffs on each other's products,
including Chinese electric vehicles.
Writing on his Truth Social platform,
America's president said he would not allow Canada to become a drop-off port for Chinese goods bound for the United States.
