Minnesota Governor Tim Walz has placed the state's National Guard on standby.
The move follows growing unrest over the presence of federal immigration agents in Minneapolis.
ICE is now the highest-funded U.S.
law enforcement agency.
But as NPR's Bill Chapel reports,
there are questions about how the Department of Homeland Security is using that money.
Last summer, President Trump's spending and policy package,
what he dubbed his big beautiful bill, gave ICE an extra $75 billion.
It's larger than the annual budget of all.
other federal law enforcement agencies combined.
That's Lauren Brooke Eisen, the senior director of the Justice Program at the Brennan Center.
She says billions of dollars are going to detaining people,
but far less goes to ensure oversight and due process.
