The Senate has rejected separate proposals from Republicans and Democrats to address federal health care subsidies set to expire at the end of the year.
The GOP plan would have eliminated the subsidies in favor of health savings accounts funded for two more years.
The Democrats' proposal would have extended the subsidies.
