This is day 22 of the federal government shutdown.
Democrats and Republicans have not agreed on a spending bill that would end it.
Activists are worried that starting November 1st,
the federal government shutdown will cut off food assistance to millions of Americans.

our veterans, our working Americans, we're trying to make ends meet.
And this is the difference between them having something to put on their plates,
being able to pay shelter and so many things.

Oregon Democratic Senator Jeff Merkley is in the middle of a long speech on the Senate floor.
It is not a filibuster.
But Merkley says he is protesting what he says is President Trump's growing authoritarian grip on the U.S.
