P.M. Edition for Sept. 30. With just a few hours to go and no last-minute deal emerging, the federal government is likely to shut down starting at 12:01 a.m. Wednesday. We hear from WSJ economics reporter Justin Lahart about what the economic impact of a government shutdown might be.
