In an attempt to expand its influence across the world,
China is pouring investment into big foreign infrastructure projects through its Belt and Road Initiative.
In the last few years,
a focus of Beijing has been to drag small Pacific island states into its orbit.
That culminated with the Cook Islands signing a strategic partnership with China to the of New Zealand.
Back in May, 11 foreign ministers from the Pacific island states travelled to China for a meeting.
That's the third such summit run by Beijing.
And like the rest of the Belt and Road Initiative,
that small island playbook is giving Washington a problem.
