The Economist.
Hello and welcome to The Intelligence from The Economist.
I'm Jason Palmer.
And I'm Rosie Bloor.

Ukraine is again turning to foreign fighters to help defend the country.
We ask why anyone would come from elsewhere to join a fight that's not theirs.
The answer isn't just money.
And something rather remarkable is happening in New York.
A city known for its gridlocked traffic and ceaseless car horns is now flowing freely.
The culprit?
Congestion charging.
Yup, it really works.
And yup, it's also under threat again.
But first… Yesterday, after more than 24 hours of debate,
the US Senate passed Donald Trump's one big beautiful bill.
By a very narrow margin.
On this vote, the yeas are 50, the nays are 50.
The Senate being evenly divided, the Vice President votes in the affirmative.
The bill as amended is passed.
