  • I wouldn't call it entirely unexpected in substance.

  • It has long been known that the United States had issues with Canada's digital services tax and its implementation that dates back actually to the Biden administration.

  • This is not just a Donald Trump and Republican grievance under President Biden.

  • His US trade representative frequently raised the issue of the DST with Canadian counterparts as a point of disagreement and something that was a challenge for the trading relationship.

  • What's interesting is the timing.

  • So it has been known for about a year and a half that Canada intended to move forward with implementing this.
