  • The president's decision bypassed the Democratic governor of California, Gavin Newsom,

  • who called the move purposefully inflammatory and accused Mr. Trump of trying to manufacture a crisis.

  • The protests, largely involving members of the city's Hispanic community,

  • have been largely peaceful,

  • although there have been instances of people throwing rocks and clashing violently with local police.
